Sreepur Union Council (Proposed)

The two important Union Councils Bharaṛā (with 41,244 voters) and Dogāchī (with 69,081 voters) established during the British period in Pābna Sadar Upazila, are territorially vast and rapidly growing, which has created complications in providing administrative services to the massive populace totaling 1,10,325 voters. The core limitation of the current structure is that certain villages in this region are geographically very isolated and distant from the present Union Parishad (UP) offices. Due to this distance and widespread nature, a large portion of the 1,10,325 voters are compelled to travel long distances to obtain fundamental administrative services such as birth registration, citizen certificates, trade licenses, and legal aid through Gram Adalat (Village Court). This results in a tremendous waste of their valuable time and resources and significantly increases public suffering. Based on the statutory provisions of the Local Government (Union Parishad) Act, 2009, and the scientific rationale for enhancing administrative efficiency, this thoughtful administrative proposal has been submitted to the Local Government Division. It proposes the formation of the 'Sreepur New Union Parishad' consisting of 11 villages (totaling 11,591 voters): 5 villages from Bharaṛā UP (Pārchithuliyā, Bakshipur, Haludbāṛiyā, Pūrbbarāghabpur, and Srīpur) with 5,821 voters, and 6 villages from Dogāchī UP (Pīpaṛī, Bobrākhālī, Chak Dubaliyā, Dopkolā, Fakirpur, and Munibpur) with 5,770 voters. By establishing a new, smaller, and well-organized administrative unit, the administrative center can be brought to the doorsteps of the people. This will not only make the flow of government services dynamic and transparent, but also significantly enhance public trust, which is the cornerstone of good governance. Furthermore, it will facilitate the targeted and effective expenditure of development funds provided by the local government (such as Kābikha, Kābiṭā, and ADP) to strengthen the area's economic foundation, ensure easier access to social security scheme benefits, and reinforce the practice of local democracy.

পাবনা সদর উপজেলার ব্রিটিশ আমলে প্রতিষ্ঠিত দুটি গুরুত্বপূর্ণ ইউনিয়ন পরিষদ—ভাঁড়ারা (ভোটার সংখ্যা ৪১২৪৪ জন) ও দোগাছী (ভোটার সংখ্যা ৬৯০৮১ জন)—এলাকাগতভাবে বিপুল বিস্তৃত ও দ্রুত বর্ধনশীল হওয়ায় মোট ১,১০,৩২৫ জন ভোটার সম্বলিত এই বিশাল জনপদে প্রশাসনিক সেবা প্রদানে জটিলতা সৃষ্টি হয়েছে। বর্তমান কাঠামোর মূল সীমাবদ্ধতা হলো, এই অঞ্চলের কতিপয় গ্রাম বর্তমান ইউপি কার্যালয় থেকে ভৌগোলিকভাবে অত্যন্ত বিচ্ছিন্ন ও দূরবর্তী। এই দূরত্ব এবং বিস্তারতার কারণে প্রায় ১,১০,৩২৫ জন ভোটারের একটি বিশাল অংশ জন্মনিবন্ধন, নাগরিক সনদ, ট্রেড লাইসেন্স এবং গ্রাম আদালতের মাধ্যমে আইনি সহায়তার মতো মৌলিক প্রশাসনিক সেবা গ্রহণে দীর্ঘ পথ অতিক্রম করতে বাধ্য হচ্ছে, যা তাদের সময় ও সম্পদের অপচয় ঘটাচ্ছে এবং দুর্ভোগ বহুগুণে বৃদ্ধি করছে। স্থানীয় সরকার (ইউনিয়ন পরিষদ) আইন, ২০০৯-এর বিধিবদ্ধ বিধানাবলী এবং প্রশাসনিক দক্ষতা বৃদ্ধির বৈজ্ঞানিক যুক্তিকে মূল ভিত্তি করে, উক্ত দুটি ইউনিয়ন পরিষদের মোট ১১টি গ্রাম , ভাঁড়ারা ইউনিয়ন পরিষদের ৫টি গ্রাম (পারচিথুলিয়া, বকশিপুর, হলুদবাড়িয়া, পূর্বরাঘবপুর ও শ্রীপুর) ভোটার সংখ্যা ৫,৮২১ এবং দোগাছী ইউনিয়নের ৬টি গ্রাম (পিপড়ী, বোবড়াখালী, চক দুবলিয়া, দোপকোলা, ফকিরপুর ও মুনিবপুর) (মোট ভোটার সংখ্যা ১১,৫৯১) নিয়ে শ্রীপুর নতুন ইউনিয়ন পরিষদ গঠনের জন্য এই সুচিন্তিত প্রশাসনিক প্রস্তাবনাটি স্থানীয় সরকার বিভাগে জমা দেওয়া হয়েছে। নতুন, ছোট এবং সুসংগঠিত প্রশাসনিক ইউনিট গঠনের মাধ্যমে প্রশাসনিক কেন্দ্রকে জনগণের দোরগোড়ায় নিয়ে আসা সম্ভব হবে। এর ফলে কেবল সরকারি সেবার প্রবাহই গতিশীল ও স্বচ্ছ হবে না, বরং সুশাসনের মূলভিত্তি হিসেবে জনগণের আস্থা বহুগুণে বৃদ্ধি পাবে।
